Thats the thing though, it is that easy!
All but 2 are red (so one green and one blue)
All but 2 are blue (one red and one green)
All but 2 are green (one red and one blue)
so there you have it: a total of 3 ties, one of each color!
NINE! add the amount of letters and you get it!
i don't really see how you could solve this. you know what he doesn't have (everything except two red, two blue and two green if I'm reading it right), but there's no upper limit...

If you have all but 2 red ties you only have 2 other ties, regardless of how many red ones. the question then goes on to state he has all but 2 blue and all but 2 green ties meaning atleast 1 blue and 1 green. now think back, all red excpet 2, atleast 1 blue and one green... omfg!! 1 of each colour! easy question people, give us a challenge
u cant definitively answer that question. if all but 2 are red/green/blue..... he could have some yellow ones, some purple ones, hay even a black and orange stripey one. it would work if it was written as..
"a man has 3 tie colours in his wardrobe... all but 2 are red/blue/green" ... then it would be one of each
it HAS to be 3 ties--if ALL but 2 are red, then youd have x number of red, plus two others. But since it says also ALL but 2 are blue, you know that those blue ones are in the 2 ties mentioned from earlier, and the also the red ties he mentions have to be within the 2 that are not blue. When you apply the same logic to the green ties as well, it is impossible to have more than three ties of any color (he hays ALL of his ties), and it is one blue, one red, one green. If you still dont get it try thinking about it for a while--maybe go borrow someones ties to look at or something.
the question doesnt state that if all but two ARE red or that if all but two ARE blue, it says "I have all but two Red Tie" in other words "I do not have two red tie" so he could have 0,1,2, or 3 tie of either the color green red or blue, if he had any more ties of those colours then one of the statements would be false

I didnt mean that he could have 2 or 3 of each colour i meant that he could have a total of 0, 1, 2 or 3 tie of different colours
Couldn't it be 2. He has two of the same tie? A red, blue and green striped tie?

This is a question of interpertation as much as it is one of logic.
Presuming "I have all but two [insert color] tie" means "all my ties except two are [insert color]", he could have three ties (one of each of the mentioned colors) or two ties of a completely different color (yellow, black... whatever).
Thank you MO If I was not already Bald I would have had to pull all my hair out if I saw one more person say it is three. We as the reader have no Idea what he does have other than the two missing ties of the three colors.
Anonymous, that's why I said it is a matter of interpretation. If I read you correctly you're saying "I have all but two red tie" means "I have all the red ties in the world, except two". That doesn't make much of a puzzle. I think it is supposed to mean "all my ties are red, except two". From that you can deduct a plausible answer.
