if it is all one question then i think the answer is a water plane, if it is two questions then the first answer is a water plane and the second is a nail stuck in a shoe.
thats what i was thinking. my first thought was " oh its a plane! my second thought was "what if it two questions?" and i answered nail in a shoe!
Both of you i just want to correct u. A nail cannot even walk.. It is not said that it just moves on ur head but it WALKS!!!

also i want to say that the person walking would get damn tired of the nail stuck in his shoe. and a zeppelin would work even if the riddles are together, because it does run, and it is on top of its head, which is the cabin...
know its a strech for one part of the clue but how about a needle in a sewing machine, the only clue thats a strech would be WALKING on its head, but you could say it was a medifor for the work it was doing
I am not sure maybe Anthony has a point it could be either a zeppelin, blimp, or a hotair ballon or something...
And one more thing for the others that answer after this:
Floating could be done on any fluid.. not only water.
