He needs 8 weights:

5 1-pounders
1 5-pounder
1 10-pounder
1 20-pounder

He could get away with 7 weights if he didn't have to weigh anything that was exactly 40 pounds. In that case he could get rid of one of the 1 pounders.

1, 3, 9, 27 are all he needs

example, to get weigh a 22lb object,

27lb, 3lb and 1lb on one side,

9 on the other along with the 22lb object

31lb vs 31lb, balances out. You can do this for any number up until 40

I think the answer is 6.

1 lb.
2 lb.
4 lb.
8 lb.
+16 lb.
--------
31 lbs.
+9 lb
--------
40 lbs.

i have seen this puzzle before. The only weights he needs is 1, 3, 9 and 27.
e.g. 21: 27___________9
5: 9___________3,1

Leslie, that's ingenious!

But it would be a pretty unpractical weighing scales, you would have to do a lot of trying around before you know what something weighs.
