I'm not sure it's very hard puzzle
what is the square of thirteen? I know you can figure it out.

The vowels in the cipher are each the one before, so
a in the cipher = u
e = a
i = e
o = i
u = o.
The consonants and vowels are in the right place, but letters jumbled in the word.
The answer of course is 169.
I agree with the comment above, 13 squared is 169, but I agree more with the comment above them. I think that the riddle asks you what does this say, not what is the answer to this question. It is also good that they explain why, the person that wrote it was my brother.
169 is 13 "squared" but that's not what it's asking. The "square" root of 13 is approximately 3.61
