Removing seventeen and a quaRter will give you twenty one and a third and vice versa.
There's an r missing in quarter but I assume that's an oversight.

Ps, Agree. An "R" was missing. Riddle Makers should be more careful when puzzles deal with letter -- which may cause Readers' brain damage... :--o)

The 13 is not a reference to age, but rather to length.
