What to do?

In our small town, on average once a week
a drunk driver causes an accident. Most of the
time the accident is just a small fender bender,
but sometimes some one gets hurt.

When asked, I gave a simple suggestion that would stop
this. The whole town thought, "YES, that would work for sure,
and it would be easy!!

What was my suggestion?

One Billion Pound Raffle Part 2

For those who haven't read One Billion Pound Raffle Part 1, then please do.
Alright,
from Part 1, we saw that for 50 people participating in the raffle with 50 marbles, 49 black and 1 red, each person had exactly 1/50 chance of winning the raffle.
From there, we can see that for n people participating in the raffle with n marbles, n-1 black and 1 red, each person had exactly 1/n chance of winning the raffle.

Now, your second challenge -
When the raffle rules are the same prove that when there's n people participating in the raffle, with n marbles, n-1 black and 1 red, and you are the k-th person in line, you have 1/n chance of winning the One Billion Pound Raffle.

***Alright, for those who thought you can actually look at the marbles when you are drawing one from the bag, you can't (and yes, I actually look at the replies)***

One Billion Pound Raffle Part 1

There's going to be a raffle for one billion pounds (UK currency for those who don't know ^^) in a giant room.
There's a bag filled with 50 marbles, one for each person in the room, 49 black, and only one red.
As you might have already guessed, the person that picks the red marble out of the bag will get one billion pounds.

Now, you are among the 50 people in the room.
There will be a line of people drawing a marble out of the bag (no replacements).
Which place in line (like 1st, 2nd, 3rd, etc., to draw a marble) is most likely to win the prize of one billion pounds?
