The Thinker Damaged
At the entrance of Puzzlaria, stands a large replica of the statue "The Thinker". During a Saturday night of revelry, ruffians from Puzzletown damaged the statue. Knightmare, the knightmayor, decided to hire a craftsman to make repairs. After posting a notice on the Puzzlarian Tavern bulletin board, he received responses from four individuals who each claimed to be capable of making the repairs.
As time approached for the interviews, Knightmare's assistant informed him that he knew all of the people waiting to be questioned. He told Mayor Knightmare that these guys lie half the time.
(in this case, each makes the same number of true and false statements)
Interview comments:
DualA:
1. I do not have all the necessary tools.
2. Karl is the most qualified.
3. Curtis is experienced in this type of work.
Ross:
1. DualA is the most qualified.
2. Karl has never worked with ivory.
3. DualA's first statement is false.
Curtis:
1. I am experienced in this type of work.
2. Ross is the most qualified.
3. DualA does not have all the necessary tools.
Karl:
1. Curtis is the most qualified.
2. DualA does not have all the necessary tools.
3. I have never worked with ivory.

If each guy made three statements, how can they have made "the same number of true and false statements"???
Do you mean that each person either made 2T 1F or 1T 2F?
Based on either 2T 1F, or 1T 2F, I suspect that DualA secured the job, being the most qualified.
If we take 2F 1T then there are a number of scenarios that can give more than 1 being most qualified, so cannot determine using that method, so must be 2T 1F each, which seems to just leave DualA after trying a few (starting with R's 3rd being False ...)
... as opposed to starting with it being True that is

Ross... since each made an odd number of statements, the interpretation would have to be that each man made the same number of true and false statements as the next man :)
Different interpretation here:
My 2 base assumptions are:
-# True + #False statements for group must be equal i.e. 6 each
-No man can say 3T or 3F statements
Sum True+False=
most qualified: 1T+3F
DA does not have the tools: 3*DA1+1*!DA1
Curtis is experienced: 2*DA3
Karl has never worked with ivory: 2*R2
Only ways to make sum=6T +6 F are:
DA does not have the tools, Curtis is experienced, Karl has never worked with ivory:
(F,T,T),(T,F,T),(T,T,F)
The first 1 results in Curtis is most qualified if we avoid 3T and 3Fs in any one persons statement. i.e. Curtis is most qualified, DA has tools, Curtis is experienced, Karl has never worked with ivory
The 2nd results in Ross is most qualified if we avoid 3T and 3Fs in any one persons statement. i.e. Ross is most qualified, DA has no tools, Curtis is not experienced, Karl has not worked with ivory
The 3rd results in DA is most qualified if we avoid 3T and 3Fs in any one persons statement. i.e. DA is most qualified, DA has no tools, Curtis is experienced, Karl has worked with ivory. Picking the guy with no tools would be unwise. Discard result.
1st and 2nd seems to be both valid results.

the published solution claims dual should be selected ... and when I worked through it, I also got Dual ... yet, you make aconvincing argument that Ross is also qualified.
